  • 1 pound ground beef
  • 12 ounces rotini pasta
  • 3 cloves garlic, freshly minced
  • 2 tablespoons unsalted butter
  • 2 tablespoons all-purpose flour
  • 2 cups milk (whole milk preferred)
  • 1 cup chicken or beef broth
  • 1 cup freshly grated Parmesan cheese
  • 1 teaspoon Italian seasoning
  • Salt and pepper to taste
  • Optional: red chili flakes, fresh parsley, lemon juice

Instructions

  1. Bring a large pot of salted water to a boil. Add 12 ounces of rotini pasta and cook according to package instructions, usually around 8-10 minutes. Drain and set aside.
  2. Heat a large skillet over medium-high heat. Add 1 pound of ground beef and cook until browned, breaking it up with a wooden spoon as it cooks. Season with salt, pepper, and 1 teaspoon of Italian seasoning. Once cooked, remove the beef from the skillet and set aside.
  3. In the same skillet, reduce the heat to medium and add 2 tablespoons of unsalted butter. Once melted, add 3 cloves of minced garlic and sauté until fragrant, about 1 minute.
  4. Sprinkle 2 tablespoons of all-purpose flour over the garlic and butter. Stir constantly for 1-2 minutes to cook off the raw flour taste.
  5. Slowly pour in 2 cups of milk and 1 cup of chicken or beef broth, whisking constantly to prevent lumps. Cook for 5-7 minutes, stirring frequently, until the sauce thickens.
  6. Reduce heat to low and stir in 1 cup of freshly grated Parmesan cheese until melted and smooth.
  7. Add the cooked rotini and browned beef to the skillet with the sauce. Stir until everything is coated evenly.
  8. Taste the dish and adjust seasoning with more salt, pepper, and a sprinkle of red chili flakes if desired.
  9. Transfer to a serving dish and garnish with chopped parsley and extra Parmesan cheese. Serve hot and enjoy!
